Wendy Duong & Associates

Ms. Duong spent 18 years as federal litigator and transactional lawyer for 3 major international law firms, the SEC, and Mobil Asia Pacific (Mobil Corporation’s Global Major Transaction Group). She was the first Vietnam-born female lawyer hired by these employers, and believed to be the first Vietnamese law graduate to hold a federal district judicial clerkship in the mid-1980s (Honorable Hugh Gibson (deceased), Southern District of Texas, Galveston Division). From the federal judicial clerkship, she was recruited to leave Texas and began her law practice in Washington, D.C. with the international law firm of Wilmer Cutler & Pickering (now Wilmer Hale), which housed many Presidential legal advisors (Carter, Reagan, Bush, Clinton, Obama), including Special Counsel Robert Mueller.

Ms. Duong also spent 12 years as a law professor (including her tenure-tracked doctrinal faculty position at the University of Denver, as well as her overseas law teaching in Asia and Europe as  U.S. Fulbright Core Program scholar and legal specialist. She also served as guest lecturer for the ABA's "rule-of-law initiative" international program (2012). Her legal and scholarly publications are listed above.

A corporate law and legal international specialist, she has practiced mergers & acquisitions, corporate legal compliance, asylum law, and foreign direct investment (outbound under export control, OFAC and FCPA standards, and inbound into the U.S. under investor EB5 visas and M&A controlled by CFIUS.

A pioneer woman in her fields, she is known as the first Vietnamese American judge in America honored by the ABA in New York City among other “pioneer minority women in the judiciary,” due to her appointment as associate municipal judge and Texas magistrate (1992).  Houston Mayor Bob Lanier nominated her, based on her dossier as 1991 White House Fellowship Regional Finalist representing the Southwestern States (she withdrew from the final competition due to federal employment restriction (i,e, her then position as Special Trial Attorney for the Office of General Counsel of the SEC would prohibit her from serving as White House Fellow).

Ms. Duong holds a B.S. (high honors) from Southern Illinois University, a J.D. (cum laude) from the University of Houston Law Center, and an LLM from Harvard University (with a straight A transcript and thesis published by the University of Washington).

Prior to and during law school, Ms. Duong was Executive Director for Risk Management for the Houston Independent School District, making her the first Vietnamese woman promoted to the HISD executive rank at 22 years of age.  She attended U of H law school at night while working full-time and nursing her mother through chemotherapy.

A self-taught L'Art Brut artist, Ms. Duong received the 2011 International Book Award for Multicultural Fiction for her trilogy of novels on the Vietnamese American resettlement experience.  Her creative art endeavors are to raise fund for her private charity, the GO PROJECT (established under the name of her late mother, whose mission is to serve disadvantaged elderlies, children, and war invalids).  The first-born daughter of a linguist/British Council-Fulbright scholar/linguist and a Vietnamese literature high school teacher,  she thinks of law as her profession, and of the creative art as her vocation.
